Helsinki Final Act
About the Helsinki Final Act
Signed by every European state except Albania, plus the United States and Canada, the act of the Conference on Security and Co-operation in Europe accepted the postwar borders while pledging human rights, economic co-operation and arms notification. The human rights basket empowered dissidents and monitoring groups across the Eastern bloc. The follow-up process became the OSCE in 1995.
