About the Kellogg-Briand Pact

Outlawed war itself as an instrument of national policy, named for US Secretary Kellogg and French foreign minister Briand. Signed by virtually every nation, it had no enforcement mechanism and no sanctions. Japan invaded Manchuria in 1931, the first test, the League did nothing. Yet the pact became the legal foundation for prosecuting aggressive war at Nuremberg, crimes against peace. Its spirit is now embedded in the UN Charter article 2.
