About the Treaty of Lisbon

Rescued the constitution after French and Dutch rejections, repackaged reforms without the symbols. Created President of the European Council, van Rompuy first, and High Representative, Ashton first, strengthened Parliament, and made the Charter of Fundamental Rights binding. Lisbon gave the EU legal personality, enabling it to sign treaties. Article 50 exit clause, first used by Britain 2017, was written by a British diplomat seeking to deter exit.
