Eisenhower 1955 idea realized post Cold War, mutual unarmed observation flights over signatory territory, sensors certified, quotas agreed, transparency building trust. 1,500 plus flights conducted. US withdrawal 2020, citing Russian restrictions on Kaliningrad flights, Russia withdrew 2021. The concept pioneered military transparency and still informs aerial verification ideas in Ukraine war ceasefire proposals.
