Nixon and Brezhnev signed the first strategic arms limits, five year freeze on ICBM, SLBM, and bomber numbers, and the ABM Treaty limiting missile defenses to one site each, preserving mutual assured destruction. Verification by national technical means, satellites, legitimized spy programs. The ABM Treaty lasted until Bush withdrawal 2002, enabling today missile defenses. SALT I began the arms control architecture, verification, treaties, that defined the era.
