The grand bargain, five recognized nuclear states, US, Russia, China, Britain, France, keep weapons but disarm eventually, all others forswear them, in exchange peaceful nuclear technology. Extended indefinitely 1995. India, Pakistan, Israel never signed, North Korea withdrew. The treaty limited nuclear states to the nine known, a huge success versus 1960s predictions of dozens. Disarmament, article 6, frustration defines review conferences, and Iran enrichment tests its boundaries.
