About the Rio Pact
Inter-American Treaty of Reciprocal Assistance, the hemisphere collective defense, attack on one is attack on all. Invoked rarely, Cuban Missile Crisis quarantine legitimization, after 9/11. OAS mechanism, it declined with Latin American skepticism of US interventions, many withdrawals in recent decades. It established the principle that hemispheric security was a shared concern, but Cold War interventions, Guatemala 1954, sullied the ideal.
